Stabilizing Libya would imply the centralization of security and the control of state wealth. For this reason internal factions are at odds, each seeking to maintain their control on territory, security and wealth. In addition any solution could contrast the interests of outside actors, but without a compromise, fixing the countrywill be impossible.
