A very German election upset

The paper-thin center-left win ends 16 years of conservative-led Merkel government. Germans have voted for change, but the Social Democratic Party (SPD) has beaten the conservative CDU/CSU by a slim margin of 1.6 percentage points, for a total of 25.7% of the vote against CDU/CSU 24.1%. The two parties once attracted over 90% of the vote in Germany.
