On the eve of the Biden presidency the international context relating to carbon neutrality has considerably changed. The EU, China, Japan, South Korea and even UK have sided in favor. US public opinion, states and national agencies have sided too. Biden’s plan, the most progressive the US has ever attempted, fits with domestic and international expectations, but needs bipartisan support.
