After Trump threatened during his election campaign to encourage Russia to attack NATO countries that do not invest in defense, in December 2024 the Washington Congress approved a bipartisan ad hoc law that prevents any president without “the advice and consent of the Senate or an act of Congress from suspending, terminating or withdrawing the United States from the Atlantic Alliance.”
